Engine/Transmission (1998.5 - 2002) Low Fuel Pressure

I just got done installing a Vulcan Relo kit, 1/2" lines and a Draw Straw in an 02. For a while it was making 16-17 psi at idle and cruise, and now it will only make 12-13 psi. The pump is a Carter 4601HP, and should be making about 18psi. I replaced the pump with a new one and it is still doing the same thing. I am getting about 13. 7v to the lift pump, the fuel filter is clean and the VP44 is new. What could be going on?

Might be the gauge. All my pressure issues so far have been a faulty isolator.

yup, check your isolator if it is mechanical, or sending unit if electronic. double check with hand held guage at the Injection pump.
 
Well I put the stock pump back on there and its reading 17psi. I cant believe I had 2 4601HP pumps that were bad. Anyone have any experience with those pumps? Arent they supposed to be at 18 psi?
The gauge is a Juice w/Attitude
