Engine/Transmission (1994 - 1998) Low idle speed

When I turn on my A/C my idle speed drops 200 RPM's (more or less) and sometimes when I mash down on the footfeed the engine seems sluggish to respond. Could it be the TPS or maybe the ECM or PCM ?

95 3500, stock, auto trans, 4" exhaust and a Banks exhaust brake.

Electronics is not in play on a '95 except for the transmission. The engine is mechanical. You should idle at 800 RPM with the trans in gear and the AC on. The PCM has nothing to do with idle. Same thing for the TPS. There is no ECM. Idle is set with the idle adjustment screw.
