Engine/Transmission (1998.5 - 2002) low power 24v

this is for a friend so bare with me. he has a 01 auto truck and now that the weather has gotten cold here in central ky been mid 30's last few morning truck has no power. this only lasts for 5 or 6 miles no pedal mash it truck just slowly comes up. did the same thing last year and he was told lift pump installed new one. what could it be?

Cycle the key three times leaving it on the third time and write down the codes on the OD. Does he have gauges? SNOKING

no guages yet working on installing a fuel pressure gauge. ill tell him to pull the codes

Since this is only happening in cold weather there is the possibility that his fuel heater isn't working properly.
