Engine/Transmission (1998.5 - 2002) Low power at startup

When you start this 01 up and take off it has low power. It feels kind of like a flooded gas engine. If you put it in neutral, shut it off, and start it back this fixes the problem. Almost seems like it resets something. Any ideas what it is?

Pull codes and see what you may have and change your fuel filter first, go from there.
