Engine/Transmission (1998.5 - 2002) low power

i dont know if it is a problem or just the way these trucks run, but when i start out in 2nd and shift up it seems slow to accelerate but once it reaches 1900 rpm it takes off . any info would be great

The turbo is lagging and the ECU won't fuel the engine until the turbo spools up. Just the way it is.
