low rpm engine recipe

Some time several months ago I read a thread that mentioned a low rpm engine recipe. Can anyone direct me to more information. All I can remember is that lower compression pistons and a smaller turbo or housing were a part of it. I am wondering if a engine such as this would squeeze a bit more mileage. With the gear vendors I am able to keep rpm low if I desire.
