Mechanical Speedometer Repair

I've got a speed indicator for a bandsaw that is in need of repair. This indicator functions exactly like a mechanical speedometer.



I've taken it apart and lubricated the internals, but it still isn't working. Anyone know of any resources online that discuss this sort of repair? A Google search turns up page after page of companies selling repair services.
