Mesuring pre and post fuel pressure

Over the last few fillups I have noticed that my milage has decreased from about 20 to now 17. I suspect that it is a dirty fuel filter (12000 miles since it was last changed). I would like to take fuel pressure readings pre and post filter but need a little assistance as I am new to the diesel world.
