I don't think you need to replace springs to pick up a bit more RPM.
The governor adjustment is right on the side of the pump (also under a metal cap with a tight fit) It is an adjustment screw just like the idle screw and you can see one end of it (at radiator end) of pump. It is just above the manual shutdown lever with the cover cap facing the rear of engine
