Engine/Transmission (1998.5 - 2002) morning trouble

Anyone had problems with surging power problems in the morning? Last two mornings my truck surges between 35-45mph. Drive to work 12 miles. No problems when I leave work in the afternoon. New IP and LP in the past 1500 miles. 3000 miles on fuel filter.

Sounds strange. I'd try resetting the APPS. Plenty of threads on how to do it.
