Archived Motor won't Idle down past 1200

I have a 1998 12 Valve. It has a 3 GSK. It was installed 3 years ago. Pulled the linkage off of the pump and started to the truck to verify that it was not the throttle cable. It seems to be at the pump. I took it to a shop and had them look at GSK kit thinking maybe it was too tight. Now they said the truck wants to stick at 3/4 throttle when you drive it. Do you think it might have a broken governor spring?

Wierd things can happen when the Governor Spring or Spring Anchor breaks. Don't know if that is what is wrong.

I definitely think there is something wrong inside the pump.

Thanks for the help. I will give that a shot. My truck is down until I can get it fixed. The shop that is working on it doesn't know much about 12 valve motors. I have big weekend all planed out that I have to get my truck going for.
