Moving Hubcap

Anyone having any remedies on how to keep a hubcap from turning? One wheelcover on my '54 Packard hardtop keeps turning inside the rim. The only thing that stops it is the valve stem, I am afraid one day the valve stem will get ripped off by it.

Yeah. Dismount the tire, and get a welder to put a couple of 'spots' on the wheel, so the grousers (or clips or whatever they call them) on the wheel cover can't turn past them. Make sure the valve stem is centered in its hole when you mark the spots for the spots. A lot of the newer cars have the bumps from the factory.
