You should hear it more if you do have Open Exhaust. Isn't it a SWEET SOUND. With Open exhaust, it will spool up faster and louder. This is normal. If you are worried, just take off the air intake and check for any dirt or oil on the vanes. If you see dirt, then change your air filter. Glad too hear another whining Turbo coming to life.

Yeah, the whine is normal so just enjoy. If you still want to check things out for peace of mind you can pull off the compressor side of the turbo without even removing the turbo from the engine. Loosen the stainless steel housing clamp and the two hose clamps that hold the connection from the air filter housing and the connection to the intake manifold or to the intercooler pipe depending on how your truck is set up. Carefully remove the housing so as not to ding the fins on the compressor wheel and look at the inside of the housing where the fins run. The compressor end is where most of the sideplay is and if the turbo is going south you'll see scuff marks in the metal. Note though that if there's any build-up of crud (like I found in mine) you may see some rub marks in that. I just wiped the inside of my housing clean with a wire brush and have had no problems. It may also look like there's an awful lot of side play to the shaft on the compressor end but the Cummins manual calls for a minimum of . 012 to a max. of . 018. If you like what you see on your inspection trip then button it up and happy motoring.
