Mystery breather

Hi guys I've been a long time subscriber to the form this is my first time posting I'm currently under my 2004.5 2500 replacing the transmission cooler lines and I noticed what looks to be a breather port barbed fitting coming off the top of the transfer case is this normal should they be a hose on it

Vent hose, route it up high out of path of any water similar to diff breather hose.

There's also one of those types of barbed fittings on top of your fuel tank that doesn't have a hose on it. Water can collect and possibly get into the fuel tank. When I put the hose on mine I also put a fuel filter for a lawn mower on the hose to keep out any debri or bugs.
