need clarification on HO availability

03 HO dosen't seem any stronger than 2002

I have searched the Internet, spoken to dealers and talked to a factory rep at the Eastern States Exposition, but haven't received a consistant answer yet.



Here's the situation: I live in MA, and have an '01 2500 with the HO engine. I would like to purchase on '03 3500 with the HO engine; but when I try to configure one at the Dodge web site, the HO isn't available in MA, ME and CA.



Now the questions: Is the '03 HO "dirtier" than the previous HO?



I've read that when the EGR equipped engine comes out, the HO will be available in all 50 states. Some guys want to get their new truck before that happens. Excuse my ignorance, but what is bad about having an exhaust gas recirculation valve in our engines?



I really like the 6speed, but it's not available with the standard output engine. If I get the standard engine, what modifications can be made to it that won't effect emmissions?



Is an out of state purchase possible?



Sorry for so many questions; any and all help greatly appreciated.

Just the opposite... California emissions are now tighter than the federal standards, and the feds won't catch up until Jan 1, 2004. Thus, the "California engine" applies to all states that follow Cali emissions for heavy-duty pickups (over 8500 GVWR).
