Need Help????????Not 911 yet

A good friend of mine has a 99 qcab 6x6 auto. He has it on the 50000 mile maintance plan. Has never changed fuel filter and it is leaking fuel from somewhere around the canister. This morning, he was pulling an empty horse trailer up a grade( I can pull loaded over 60 mph ) and had to shift into low the make the hill. What should we look for. He has no guages so can I buy a cheap FP guage @ autozone and hook it up to ??????????? I am new at finding solutions but he has called for help.

If I understand you right he's losing power. Change the fuel filter.
