2nd Gen Non-Engine/Transmission Need new driver seat belt on 99 Quad cab.

Are there aftermarket seatbelts, or is the junk yard the only option?

There's plenty at the yard. I bet it costs you less than 10$. T-50 or a T-45 for the bolts that hold the belt to the frame.
No knowledge about aftermarket belts.

No, the only aftermarket seat belts will be racing harnesses. Get one at the salvage yard, just wash the webbing good before installing. I got a used one once and the webbing was nasty where it rubbed on the PO's neck.
