Need photo shrinker ?

Hope this isn't too off subject, but can't find info anywhere else. Tried to put a photo on classified add, an it is rejected because its too large 640x480. Not sure how to discribe my system other than its Microsoft XP outlook express ( My Pictures ). Those free add sites are great, but wish they would be more instructive to dummies trying to post a pic. Thanks
