my 99 has cig lighter and a power outlet.

the cig lighter is only on when on Run. . the power outlet is on all the time.

I wired another power outlet for the rear seat. This way my daughter doesnt chew up batteries from her walkman on trips.

I ran 10awg from the battery to a ckt breaker (mounted next to the battery on the fender wall). ran the wire from the breaker through the gromet in the firewall... down the kick panel to the floor molding by the door. Came out under the driver's seat with another fuse box. Powered the 12V 3 outlet socket "cube" for the back seat from a 20amp fuse. Powered my dualbander and CB off of the other fuses.

On my 94, both the power outlet and cigar lighter are hot only with ignition on. I'll find time this winter to change that.

On my 95 both outlets were only hot with the ignition on.

I found the fuse for them in the inside fuse panel, removed the fuse and ran a short 4" jumper wire over from another, always-on, fuse. Then I had full-time on power at the outlets. Real easy fix without changing any major wiring.
