Engine/Transmission (1994 - 1998) Need trans advice--47re

What is wrong here?
My trans will drop to 2nd gear with a full throttle at 50 mph!

It also does not always drop to 1st at a stop.

Up

shifts are at about 10 and 18 mph at light throttle.
Line pressure is 80 psi trans go kit.

Actual VB is questioned since I don't know the history.
Who can give advice?

I 'm not against replacing it with a towing Vb since it is for towing and daily driving.

I guess I need to start with a pressure gauge on the gov port.
It isn't going into limp mode, it just needs a complete stop to drop to first.
