when do I need my first oil change ?
I just bought the truck with 13 miles on the OD.
the truck is a 2018 3500 srw diesel

You can run it to 15k but I would advise 3-5k. Be sure to use approved QUALITY filters.

Misread your question first time. 6 month or 15k miles is what manual says.

Yes, that's what's in it now from the factory. It's what I use year round in all of my Cummins trucks. Only use Fleetguard or Mopar oil, fuel and air filters, don't use any aftermarket brands.

I'll be running OE fuel and air filters, but will not be running OE oil filters. There are better options, such as the DBL7349. Better media, better filtration, and longer life. Not that I will extend OCI's, but the longer life means better flow for the same amount of contaminants in the filter.
