Mudflaps and fenders -difference between 2wd/4wd?

I currently drive a 95 2wd auto. longing and looking for a 98 or newer 4wd standard. Anyway, I need some help with two items. One, Dodge recalled trucks (don't know which ones) for ignition problems causing possible fire in the steering column. Does anyone know the specifics, and do you have to receive a recall notice? Second, does anyone know of a good shop in the San Antonio, TX region? Thanks in advance for your help. I love this site!

models: 1994-1996 (BR) Dodge Ram Trucks

NOTE: This recall applies only to the above vehicles built at the:
Warren Assembly Plant ("S" in the 11th VIN position) through April 4, 1996 (MDH 0404XX);
St. Louis North Assembly Plant ("J" in the 11th VIN position) through March 23, 1996 (MDH 0323XX);
Lago Alberto Assembly Plant ("M" in the 11th VIN position) through April 14, 1996 (MDH 0414XX);
Saitillo Assembly Plant ("G " in the11th VIN position) through April 14, 1996 (MDH 0414XX).

I purchased my 95 about 3 months ago and carried it to the local DC dealer and had them check to see if it had recalls that have not been performed yet. They told me all were completed except the wire harness. Took about an hour, no charge.

1995 RAM 2500 EXCAB, auto, 3. 54, straight exhaust, Amsoiled, breaking in at 230K.
