New to me truck, warranty transfer question

I just traded my 2000 3500 Auto 163000 miles for a 2004 3500 6-speed with 64000 miles. I called a local dealer to check on transfering the warranty, having already read here that the Cummins warranty was automatic, I was checking on the 7/70000 for grins. Evidently the original owner was a business and so no 7/70000 to transfer and the engine warranty has a $100 deductible. The $100 deductible is what surprised me. Is that also due to the original owner being a business or the dealer just full of it?
