'09 2500 EGR issue / question

My 2008 2500, all stock, wouldn't run. No flow getting thru turbo. Took actuator off, Couldn't move vgt at all. Not even with pliers. Ordered a new turbo, put it on. All went fine. As soon as I started it I got a p245a code. EGR cooler bypass. But seemed fine. Pulled EGR off and it had some soot in it, but moved smooth, put back on took for a short drive, got boost, ran great. Only put 4 miles or so on it. Let it sit for a couple hours and took it on freeway. Ran great for about first 5-6 miles, then got dead pedal. As it slowed down truck was downshifting but no throttle (I was in tow and e brake on, as always) I reached down to turn off brake, and everything corrected, put e brake back on, fine for 1/2 mile, same thing. turned it off again and pedal slowly came back. parked it in driveway and now totally confused. Any help would be great before I have to take it in to get it looked at. Thanks.
 
Does it have the city diesel actuator on it?
If so then it's self calibrating.

Otherwise it would have needed to be calibrated by the vendor prior to shipping it to you.

Or, you can do it with AlphaOBD.

As for the code, it applies to the egr cooler bypass, not the egr valve.
There's a few things that can trigger it. If it triggers the cel at key on then it's an open circuit.
If it triggers one while driving then it could be that you didn't burp the cooling system after installing the turbo and there's air in the cooler causing high egr recycle gas temperature.
