Engine/Transmission (1994 - 1998) Newbie help! Truck won't shift at WOT

Hello guys I was hoping someone might could make some suggestions on a problem with the 95 Dodge I purchased not long ago. It has 165K and the trans was supposedly rebuilt 13K before I got it and I have put about 4K on it without any problems other than it will not upshift at WOT. This is in every gear. If you let up to about 1/2 throttle it shifts firm and very good. Any suggestions would be great.

Some one may have adjusted the tv cable too tight. This would be a good time to add some 3k gov springs. Odds are with the increased rpm available it will shift just right.
