No boost during normal driving

Was out driving for the first time since I've been fixing this truck over the winter. One of my issues is that it feels like it had no power. My boost gauge shows almost nothing until it's screaming at WOT, then it hits 10 maybe 11PSI. Truck is bone stock but should it make some kind of boost with normal driving?
 
The logical first step would be to check for boost leaks.

This would usually be accompanied by black smoke from the exhaust, and higher than normal EGTs.
 
Check the AFC tube between the head and injection pump too, if thats broken or loose the pump will not add more fuel as it gets boost pressure and less fuel means less boost

So I did check for boost leaks this weekend and didn't find split boost or anything obvious. I will check the AFC tube, I may have cracked the housing when I tightened it down last time....
 
I just went through this issue myself . I was about 3 years tinkering when I had time . I replaced the H1C turbo , with an HX30 turbo . It is like a installed a new engine in my truck . I’m having a bit of a headache with my throttle linkage is no opening the throttle lever fully . Any one have a bell rank assembly laying around they would like to part with ? I’m in need of complete assembly for a VE pump . Thanks , and be safe .
 
My ‘ol ‘92 did 15# WOT and IIRC 5 or so hiway cruise. Boost leaks can be hard to find, but that AFC tube is a known culprit.
What did you do to it over the winter?
 
I installed HX30 and turned up the fuel a bit . It now runs super . But my throttle is only opening 1/2 way . I can redesign my pedal or , install the OEM bell crank . I also installing M&H timing boost , it works super also . Any one have a VE Pump bell crank laying around ? Max EGT now is 700* vs 1200* with the H1C .
