The instrument cluster has lost communication with the CCD (Chrysler Collision Detection) bus. This is the communication network over which all of the vehicle modules communicate with each other. The fact that the engine won't start suggests something may have come disconnected or shorted causing the CCD to become inactive. If the instrument cluster is the only thing which failed, I don't think that would affect the engine from starting and running.
By chance have you tried hooking up a code scanner to try and pull up some trouble codes?
To rule out a problem with the instrument cluster, you can initiate an actuator test as follows:
(1) Begin the test with the ignition switch in the Off position.
(2) Depress the odometer/trip odometer switch button.
(3) While still holding the odometer/trip odometer switch button depressed, turn the ignition switch to the On position, but do not start the engine.
(4) Keep the odometer/trip odometer switch button depressed for about ten seconds, until CHEC appears in the odometer display, then release the odometer/trip odometer switch button.
A series of three-digit numeric failure messages may appear in the odometer display, depending upon the failure mode. If a failure message appears, post it here and I'll give you the description and proper correction. If no failure message appears, the actuator test will proceed with a series of, ododmeter display, gauge, and bulb tests then exit.
