I just went by Cummins Intermountain here in Las Vegas and they told me they are no longer selling the Valvoline products because Valvoline would not get the tests done that cummins required for their engines. They only have a Chevron brand and they no longer carry a semi synthetic. Is Valvoline going to pay for these tests or what do I do for a synthetic oil? (I mean besides Amsoil?)

There is always Red Line, Royal Purple and NEO synthetic 15W-40 Diesel engine oils in addition to the 15W-40 and 5W-30 synthetic Diesel engine oils that Amsoil sells. Mobil also has a very good 5W-40 synthetic named Delvac 1. All the aforementioned lubricants are 100% synthetic.
 
If you don't like Amsoil, I'd go with the Delvac 1. Even Amsoil's own test data shows Delvac 1 as a very close second, and you can't get a bigger "name" brand than Mobil.
I'm currently running Delvac 1, but will be switching to Amsoil Series 3000. My basis is that the "highest" Diesel rating of the Delvac 1 is CG-4; the Amsoil carries a slightly higher rating of CH-4. I believe the difference has to do with the ability to carry more suspended particles, hence, better for extended drain intervals. For "normal" drain intervals, either should provide great performance.
The Amsoil literature and help line also mentioned a couple of Cummins ratings, but I notice that NEITHER the Amsoil nor the Delvac 1 mention any Cummins ratings on their label. BOTH meet the requirements as stated in the owners manual, except that the owners manual does not recommend 5W-xx ratings for any warm weather service. (I've been overlooking that for as long as Mobil 1 5W-30 has been on the market; I don't think it is a real problem. )

Yes the Amsoil Series 3000 5W-30 Diesel oil does have Cummins CES 20071, 20072, and 20076 as well as Daimler Chrysler M/B 227. 1, 228. 1 and 228. 3 on the labels. as exceeding these specifications.
