My brothers 94 12v sat for a few days then I went to start it and it took 6 seconds to build pressure. Then i went and restarted it about 45 min later and it built pressure almost immediatly. I guess it has done this more than once to him.
The oil pressure senders are so inaccurate it's not even funny. All it takes to make 40psi according to the factory gauge is about 3psi of actual pressure on the sender.
Idle has the most to do with how fast pressure builds when your bone cold. If your up at 900ish it will make pressure fast. If your down around 500rpm, it's going to take a few seconds.
Everything is normal, i don't think anyone has anything to worry about.
