I had the stock 5.9 24v motor rebuilt. After installing the motor and starting it up, first thing we noticed was no oil pressure so I took the oil filter off and cranked it over a couple times. The oil pump is working like it should and I observed oil come out of the turbo feed line. After taking off the head cover and realizing there is no oil being pumped up there I am no happy camper. I don't know if anyone else has had this issue. I am wondering if the bypass valve or regulating valve has been a previous issue in the past and if I should rebuilt this hoping for greater pressure?
 
Sure sounds like the oil pressure bypass is stuck in bypass mode? Just a stab in the dark, had this happen on an aircraft engine longtime ago and had to take the pressure bypass apart and un-stick it and the oil pressure came right back.

Did you have the block removed and machined? If so, it's likely the machine shop failed to re-install the oil galley plugs in the front of the engine.... I believe on the 24v there are two on the front of the block, which drain into the front gear case. It won't have but 2-5psi oil pressure when it does that, and won't lift oil up onto the head.....
