So, this is sorta weird. I have noticed that this 2004.5 has always had an issue from a dead stop if I have to roll over a small rock or something. I can come close to flooring it and I get a lot of black smoke and barely move over the rock. I can get over stuff in 4 low without an issue. I have a larger turbo which may be the cause for this. The transmission is newly built and seems good. I have no other power loss. Would an HP tuner help with spooling the larger turbo quicker down low?

Na, you dont need the Turbo at all for rock crawling. It works like a naturally aspirated engine under this conditions.
And a normally 5.9CRD is real sensitive to throttle under this circumstance, just a slight push and it goes over the obstacle.

It has always had this turbo since I bought the truck. s300sxe 63/80 super core turbine housing 80mm .91 A/R. Maybe the converter. Not sure what's in there aside from its a triple disc. Definitely worse with the camper on it, but does it unloaded too. Tires are not too big at 295/75/17

A 63\80 is pretty big to spool with stock fueling. You need to to remove some TM and do some custom tuning to help with that.
