No Power Locks!

On My '04 3500 SLT the power locks don't work. Regardless if I use the key fobs or either lock switch. I checked the fuses (#18 and 22, I think) and they were both fine. Haven't checked for voltage anywhere, but I did pull the driver's window/lock/mirror control panel and found it plugged in. I guess thats a start. Any suggestions? Possible bad switch panel? Sort of a longshot, but I had a wire break from fatigue or pinching in one of the rear doors. It was inside the rubber flexi-accordian lookin' thing and the one door lock wouldn't work. Maybe you have a similar issue in your driver side door?
