Wait to Start Light Delay

Had a bad ECM. Replaced with a RECON ECM coded for my truck. After install there is no power to Relays in PDC. Lift Pump is inactive.
Getting Powertrain codes P0380, P0380 P, P0382, P0382 P
Not getting 5 volts from PCM Violet wire with White Trace.
Engine turns over, but won't start.

Anyone have any ideas what would cause this.

Both of your codes are related to your grid heaters and would not in itself cause a no start. Check all your connections from the driver side battery to the relays to the intake. The grid heaters themselves rarely fail, the relays are the more common culprit assuming proper connection. Regardless, you have other issues that are causing a no start.

For clarification, did you replace the ECM or the PCM? ECM is mounted on the engine block. PCM is mounted on the firewall. ECM controls engine, PCM controls body/trans functions.
