My 95 dodge 3500 has very weak rear brakes. I can not drive it, because it weighs 12,000 empty. All new shoes, brakes bled. The proportioning valve on the side of the master sticks out when you push the pedal and sucks back in when you let off. Everything is bled and adjusted. Is it possible that the proportiong valve for the rear brakes is messed up. I think it is electronic. Should it be bypassed:{:{
 
Yes bypass the rear proportioning valve at least you will be able to rule it out.

The rear proportioning valve as caused weak rear brakes before especially on lifted trucks.

I have been reading at it sounds like the 4x4's have a rod that goes to the axle. Mine does not have that. Should I just get a small jumper line and put it on the valve under the master?

"NO" Somehow you have BLOWN the proportioning valve. Replace it. When you see the movement on the valve it is blocking the flow to the rear brakes. If the pressure is not the same between the front and rear that valve pops and there's no way to fix it. Except to replace it. That valve is put in there so if there is a leak in one end or the other you will still have brakes on the end that will hold pressure.
