Engine/Transmission (1998.5 - 2002) No voltage to transfer pump! ECM or Injector Pump.

I am working on a 2001 Dodge. I tested the lift pump for pressure and it was 0 as expected. So I installed a new one. The new one won't come on, so i test for voltage all the way back to the ecm. There is nothing at pins 15 or 35. The CEL was on also and the scanner says bad ground in ecm. But dodge says if I buy an ecm, its mine wheather it fixes it or not. So I'd really like to be sure first. Anyone had this problem before?
 
Bad grnds will kill the the computor so definatly check those , but I think that the ASD[ auto shut down] relay sends power to the ECM , I do not know whitch one but a fuse supplies power to the ASD. Hopefuly this wil help.
