Engine/Transmission (1994 - 1998) Occasional surge on the 3-4 shift...TPS?

Maybe 1 out of every 20 times the truck shifts from 3 to 4, the truck surges for a few seconds, almost like its rapidly going from 3-4-3-4-3-4, etc. Letting up on the fuel pedal seems to let it finish the shift. This seems to happen with light and moderate acceleration. I'm really unfamiliar with auto transmission's, so I don't know if its a shifting issue or a torque converter issue. How do you tell when the TC is locked/ unlocked?



I've read quite a few threads on TPS, but couldn't find this exact problem. Anyway I'll get some cleaner at radio shack tonight and try it. Anything else I should look at?



By the way, the truck is a 97 with a pac-brake (switched off because my wife didn't like driving around town with it).
