Ford can not use the HPCR system because it is a DC/Mercedes patent.

Whooo, now that's a new one. The EPA calibrates for the background pollution and subtracts that from what's out the tailpipe.

Thanks for that link, it was interesting to check out. Ford needs improvements IMO. I drove an 05 F550 the other day and that thing was awful. It was noisy, made weird off idle tip in rattling sounds and didn't even come close to the power of my Ram.
