The ohc temp gets stuck at low speed or when I am stopped. I spend a lot of time at low speeds in the mountains. I will start out the day with frost on the ground , and the temp seems to be fairly close . But as the day warms up the temp stays the same . The temp out side may get 80 or 90 degrees but until I get up to 30 or 35 miles a hour for a few minutes it will not change. Any body out the ever heard of this one.

Yes. I have the opposite problem. Mine will read 100+ even if it's in the upper 80's (I think it's the hot Florida sun) until I start moving and then it will come down and read about 2 +/- degrees hotter than it is outside.
 
In the owners manual it specifically states that the overhead temperature reading is not reliable below ~25 mph.

It is programmed to not change temps till road speed is up above approx. 35 mph and 10 degrees of throttle and will change at a set rate till correct
