I am building set of twins for 03 truck and I have a question about the second oil drain. I see the other location about 14 1/2 inches in front of the rear turbo drain and it looks like a stamped steel plug in the hole ( like a freeze plug) after I get it out what do I use for a fitting?
can I use the same barbed fitting that is in the rear drain? and if so does anyone know the cummins part number?
also is it ok to split the feed line with a tee for the second turbo?

yes, you can split the feed line, and yes, you can drain to that hole. you can use another Cummins drain stub, or just use a short length of tube of the same diameter. smear a little RTV around the end to seal. There's minimal pressure on that drain, so the tube to the block doesn't have to have a lip rolled into it.
