Engine/Transmission (1994 - 1998) Oil filter only half full at oil change

I changed my oil twice now the oil filter is only half full. Before oil would be coming out before you even got the filter all the way spun off. Is there something wrong or is this normal? I would imagine that the filter should be full especailly for start up. I also noticed my turbo feels a little looser then i did before, probably related.

mine is the same if I let it sit a little while before I change it. If the engine was just shut down, it will run all over the place

If you remove the drain plug and wait at least 15 minutes, the oil will siphon out of the filter. I grease the truck and check other things so it will have time to siphon & there's no mess.
