Engine/Transmission (1994 - 1998) oil preasure regulator

I would like to no were the oil pressure "dump" valve is located in the engine. I believe this is the only device in the engine that regulates the oil pressure. My oil pressure is within the normall range but not were it usually has been in the past. When started I would always get 60+lbs when cold, around 40 when hot and operating. Now my pressure won't go ever 40 regaurdless of temp or rpm. I have changed the Gage sender unit out and have always had a mechanical gage as well, The pressure readings are accurate. I have done no filter or oil cooler mods. If anyone is aware of any oil pressure regulator internally or externally on the Cummings, please drop me a line
 
Looking down at the oil filter mount and to the forward side you will see what looks like a 3/4 inch plug. That's the oil pressure regulator. Remove the plug and there is a spring it's free length is suppose to be 2. 6 inches. At 1. 62 inches it is suppose to have 28. 4 pounds pressure. Under the spring there is a plunger remove and clean and check the bore. Plunger should move freely. Retorque plug at 60 ft. lbs.
