I have noticed oil coming out of my dipstick and going all over my p-pump. I have cleaned it and it comes back out of the dipstick tube after i drive it. Have not checked to see if crankcase breather is clogged yet. Is worst case blowby from rings?
 
You can add a second 24 valve style breather to eliminate the issue. I just did this to one of my trucks and it works great. I ordered an industrial valve cover from Cummins that has an oil fill in it and comes with the oil cap. Total cost was less than 100 for the upgraded breather system.
 
Also check that your vacuum lines are not unhooked or broken as your vacuum pump vents into the crank case. A vacuum leak means air is being pumped into the engine
