OK to leave exhaust brake on while downshifting?

I've been assuming that it is okay to simply leave the exhaust brake on while downshifting. Is this in fact the case? Was just wondering what most other folks do.

I know for the Jacobs Ebrake they suggest that for optimum braking performance that you shift as necessary to keep the rpm at 3200 or slightly lower.
 
I leave it on when downshifting, and a buddy that went to one of the meetings at Cummins NW where Jacobs had a rep said the rep says they are perfectly comfortable with you leaving it on all the time. I don't, as there are times I just want to 'float, or slow down very little, but I feel free to use it al lI want, and DO leave it on during downshifts... Okay per the Jacobs rep
 
I should have mentioned that I have the Pac Brake, does anyone know what the redline is for the PacBrake, if there is one?
