The extra hole on the left side is where the barring device goes. The bellhousing style is typical Freightliner. Front sump pan was used on many applications.

It looks like someone sprayed the entire engine with a coat of tan paint without masking anything off except the bellhousing and what looks like the engine data plate. Even the stand it's on was painted, you can see the overspray on the pallet.
That is not a chip in the paint. It is a small Cummins badge on the #5 valve cover. Thats the way we paint our rebuilt engines.
