Ongoing wiring issues....

Fuse #21 labeled ASD #3 will blow intermittently. Some times good for days then driving down the road and CEL comes up losing VGT and the fuse is blown. I can't find anything specific for a 2012 as to what this fuse even goes to, obviously VGT but not sure what else. I took it to a shop who said since I reused the VGT solenoid when I changed out my turbo it needed to be calibrated. They tried and said the VGT was bad. After that I found the blown fuse and everything worked until it blew again. I've checked for loose/ frayed wiring, but without knowing where the ASD#3 circuit goes I can't check individual wires from connector to connector. Also my air conditioning has quit working. Added a relay to the circuit and still the clutch won't engage, when jumped to 12v it engages. Some how I'm not getting a signal to the compressor at all, not sure if these could be related since they're on the same side of the truck and share wire loom? Any help is greatly appreciated!
