When on a trip pulling a car trailer the overhead console wasshowing 16. 4 mpg. Then I filled up and check with pencil and only got 13. 9 That console is scred up. Is there anyway to correct it.

They aren' Laboratory grade devices - they are primarily for approximations, and for rough comparisons only - if you COULD somehow calibrate it for one specific driving condition, it would then likely be as far off in others...

Someone somewhere (Could I be any more vague!! HA HA) told me in the service manual it states that it takes the average from the last two tanks of fuel and applies that against the amount of fuel. I am not sure it makes sense but it is better then my other explanation.

My parents '06 Toyota 4Runner w/ 4. 7L V8 seems to be spot on with it's trip comp. My overhead in my CTD is always - . 8 --> 2. 0 mpg at times. The only thing it is remotely close at calculating is DTE and even that's is off typically 20-30 miles.

I wouldn't guess that is correct info. It sounds like the guys with boxes and/or injectors see a change in the reading right away. I'm guessing it makes an estimation of fuel consumption based on the pressure and duration of the injection events.
