03 48RE 1st to Second shifting problem

Smarty. Additional timing or not

My truck seems to run warmer than it should and my mechanic recently replaced the radiator.
Even running empty in mild/mod temps the coolant temp is around 200 deg. On hot days under load it climbs pretty high. The fan seems to come on eventually, but I think it should be coming on a little sooner.
I was changing the program with my Smarty and noticed 2 DTCs. P0480- Cooling fan control circuit and P0483- Fan speed.
What do these mean and what is the fix?

First I would check the routing of the fan wires up to the fan clutch. It's easy to not get them inserted properly into their chase and then they get damaged by the fan. If this is what happened then your mechanic probably goofed during the rad. install and owes you a fan clutch.
After that those codes indicate the fan clutch itself is bad. Replace it only with a factory part or end up replacing it again soon.
