It means they have installed an injection pump from a '94-'98 12-valve Cummins onto their 24-valve. The pros are it's a very reliable and long-lived injection pump and it's capable of some power, and cheap to make power, and when you're in the "sweet spot" RPM wise you get a little better MPG. The cons are sometimes the conversions don't always go well and are plagued with rough running and smoke issues and takes a custom tuned set of injectors to run right, you also have to get custom injector lines. Also since you have fixed timing you have a narrow ideal RPM range and if you operate much above 2000 RPM your MPG drops fast.
For most folks the conversion isn't worth the hassle and cost, VP44s will live a long time if taken care of properly. I've gone about 110,000 mi with zero VP44 issues.
