Here is something new. When you take your foot off the throttle the linkage arm rests against the idle speed screw adjust. Okay but i've been told that when you turn the arm full throttle (by hand) the top of the arm comes to rest near the pumps "high speed" adjust... . ??!! There is a screw adjust right there that seems to be covered by an aluminum or plastic cover that is designed to keep people from messing with a screw underneath. Wellllllllll, underneath "my" sort of aluminum "peened" over "tamper proof" seal there is (low and behold) a jam nut and a screw!!! I've been told by a reputable and successful I might add, pump mechanic, that if you undue the jam nut and turn the screw all the way in it affects your governor control and that your rpms can go all the way up to about 3200 to 3400 rpms without having to replace the governor springs/assembly with a 3k GSK ... .....
