Engine/Transmission (1994 - 1998) p7100 throttle sticky.

I Removed the linkage arm from my p7100 yesterday. I noticed that when you rotate the throttle shaft with the linkage off it feels like it is binding or rubbing inside. Like a tight bushing. I don't see anything it could be hitting on the outside. When I send the pump in for rebuilding is this something that would normally be addressed. Or do i need to give them a note about this. I have heard that it is common for a pump to go back to the pump shop several times to get the bugs out and i want to give them as much information as I can.

This is normal when the engine isn't running. It goes away once the engine is started.
